In terms of National Security Strategies (NSS), you need to understand U.S. foreign policy. By understanding these foreign policies, one can learn how the United States asserts power. In essence, each administration's foreign policies are integrated into its national security strategies. We should start with President Bush's presidential NSS; and then moved on to President Obama's NSS; and finally see a comparison between the two. The best way for someone to approach this problem would be to explain it in the context of the Grand Strategic Objectives (GSO). First of all, the GSO exists under four distinct national interests, centered on the United States. These four fundamental interests are established and defined as “physical security, which is generally defined as protection against attacks on the territory and people of the United States, in order to ensure survival with fundamental values ​​and institutions intact; promotion of values; stable international order and economic prosperity” (Bartholomees). An individual may ask, what is GSO? In essence, they are translations of the four fundamental interests. These fundamental interests translate into “a promotion of American values, a preservation of American security, and a strengthening of American economic prosperity” (Bartholomees). While all administrations focus on these goals, certain factors such as threat assessments, individual beliefs, and predominantly distinctive circumstances cause presidents to institute different strategic ideas about America's function in the world, resulting in a shift from one goal to other.
