Public policies are developed in response to the existence of a perceived problem or opportunity. The analysis delves into a public issue or problem and evaluates a series of proposed government actions to address the issue. The analyst's job is to describe the context and state of a problem and then, using research and analysis, determine appropriate government action to resolve the problem. By comparing the options and weighing the expected benefits, the analyst should conclude with a recommended course of action or inaction to address the problem. During the problem definition phase, one must realize that “a condition is not a social problem unless it is seen as violating certain fundamental values and beliefs about how society should function” (Gusfield, 2011). I have determined that there is a problem with gun control, more specifically, concealed carry laws, as they are inconsistent across states. While 48 states now have some form of concealed carry policy in place, Illinois does not. Therefore, citizens' rights violate the Second Amendment of the United States Constitution. The agenda-setting process begins by determining who decides what needs to be decided. On the issue of gun control, the groups involved include Illinois government officials and national advocacy groups such as the National Rifle Association (NRA), the Citizens Committee for the Right to Keep and Bear Arms, the Center to Prevent Handgun Violence, and Handgun Control , Inc., political candidates, professional organizations and the media. To build an agenda the analyst must understand how policy is formulated and how it is implemented.
