This essay will review and analyze the regulatory intervention within the major UK banks such as HSBC Bank Plc and Standard Chartered in the US, the findings of the intervention and the relationship between these banks and US regulatory bodies. The purpose of financial regulation is to protect savers, borrowers and investors participating in financial markets and to pursue financial stability within a country through achieving equilibrium as this is a vital component of growth and economic development. In the United States, some agencies regulate particular types of institutions for risky behavior, some broadcast rules for certain financial transactions, regardless of the type of institution making them, and other agencies enforce existing rules. These regulatory activities are not necessarily mutually exclusive. Traditionally, US banking regulation has focused on prudence and regulates safety and adequate capital. Additionally, banks have access to a lender of last resort (Federal Reserve (Fed)), and some bank creditors are provided with guarantees such as deposit insurance. Regulation of the risks taken by banks is believed to help level the credit cycle. After the 2008 financial crisis, the Dodd-Frank Act created the Financial Stability Oversight Council (FSOC) which authorized systemic risk monitoring and reduced the number of banking regulatory agencies. The Dodd-Frank Act enabled and authorized Fed and Federal Deposit Insurance Corporation (FDIC) oversight of the largest financial companies.
