It basically means that police officers become a product of their environment. They are surrounded by corruption on a daily basis, so they themselves become corrupt. My opinion on the legalization of marijuana is that it should be legalized and implemented into law enforcement policy, the reason being, from my research, law enforcement has made more arrests for illegal drugs than any other crime.
