Starting at the local level, the requirements are that the applicant be a high school graduate; for the state level the requirement exceeds a high school degree, sometimes an associate's degree or bachelor's degree, as well as some experience. At the federal level a bachelor's degree is often mandatory along with a master's degree as even higher and sometimes experience is a must. Another factor that varies between levels is the age requirement which varies from eighteen to twenty-three, from local to federal respectively. Israel requires all citizens, with some exceptions for religious and educational reasons, to enlist and serve in the military. Men serve three years and women serve 2 and once the initial service is over enlisted men can reenlist or become a reserve and retrain and train for a month once a year until middle age (CIA FACTBOOK). Most of the training required for law enforcement will occur during mandatory enlistment; however some Israel Police departments require a bachelor's degree. According to 2008 statistics, the United States had approximately 1.3 million law enforcement officers in all three levels (BJS CITES BOTH). Israel on the other hand has approximately twenty-seven thousand officers in the Israel Police and more than one hundred thousand
